EUDR 2026: What the deforestation regulation means for paper and paperboard packaging

In our last EUDR-article, we looked at the upcoming European Union Deforestation Regulation, and what it could mean for paper and paperboard packaging. Since then, the application timeline has been updated, and many companies are using the additional time to better prepare their internal processes, supplier communication and documentation systems.

As paper-based packaging is connected to wood supply chains, EUDR remains an important topic for packaging producers and customers alike. At Kroonpak, we continue to follow the developments closely and work with our suppliers to make sure we are prepared for the next steps.

What has changed since our previous article?

The main change is the application timeline: EUDR will apply to large and medium-sized companies from 30 December 2026. For most micro and small enterprises, the application date is 30 June 2027. Read more from the European Commission page here.

This gives companies more time to prepare, but it does not change the direction of the regulation. Traceability, responsible sourcing and reliable documentation will continue to become more important across paper-based supply chains.

How EUDR affects paper and paperboard packaging?

EUDR is relevant for packaging because paper and paperboard are made from wood-based raw materials. For companies using paper-based packaging, this may increase the need for reliable information, such as:

  • where the material comes from
  • supplier confirmation on EUDR-related requirements
  • due diligence statement reference numbers, where required
  • documentation for certified or responsibly sourced materials
  • a way to pass relevant information along the supply chain

The European Commission has launched the EUDR Information System for creating, submitting and managing due diligence statements. At the moment, access to the system is temporarily limited while it is being updated to reflect the amended Regulation. The live system is available in read-only mode, but new registrations and new due diligence statement submissions are not currently accepted.

The amended EUDR is also expected to simplify some supply chain obligations. Due diligence responsibilities will generally focus more on the first operator placing a relevant product on the EU market or exporting it, while companies further down the supply chain may still need to receive, store or refer to relevant EUDR information where applicable.

The Commission expects the main updated features to become accessible again in June 2026, with additional functionalities planned for later in the summer.

How Kroonpak is continuing its preparation

Kroonpak has been working with certified and responsibly sourced paper and paperboard materials for many years. We continue to follow EUDR developments and work with our suppliers to understand what information will be needed in practice.

To support this process, we are gradually implementing Osapiens Hub for EUDR and reviewing how supplier and material data should be managed when the requirements become applicable.

As the regulation moves towards implementation, we continue to:

  • Collect and review EUDR-related information already available from our material suppliers, while following the availability of further details such as DDS reference numbers and upstream due diligence information where applicable.

  • Prepare our internal systems within the company to handle and communicate DDS reference numbers to our customers when they are available in the EU information system.

  • Request declarations from our material suppliers showing the origin of the wood material used in our products.

  • Offer products made from FSC- or PEFC-certified materials, allowing us to assess that the risk is reduced.
